The problem this sector actually has
Rwanda wants fintech adoption at 80% and $200 million of fintech investment by 2029. What that means in practice for a licensed operator is that the questions get harder, not easier: where does customer data live, who else can reach it, how fast can you recover, and can you prove it.
The residency question disappears
Customer records and transaction data sit in Kigali or Huye, on hardware we own, under Rwandan law. There is no foreign parent that can be served an order elsewhere, so a cross-border transfer assessment is not part of your licence conversation.
Recovery you can evidence
Supervisors ask for a recovery time and a recovery point, then ask when you last tested them. Two regions 2.2 ms apart make backup and restore, warm standby or active-active all practical, with every copy inside the country and a test schedule in the agreement.
Separation and encryption, in writing
Isolated projects, private networks and per-instance firewalling, or a dedicated private region if shared infrastructure is off the table. Volumes use LUKS AES-XTS 256-bit encryption with keys in a managed key service rather than on the hypervisor.
Costs that do not move with the dollar
Invoiced in Rwandan francs. A payments business earning in francs should not have its infrastructure bill re-price every time the exchange rate moves.
